Biography-

Norrin Radd is from the utopian planet Zenn-La, in the Deneb star system of the Milky Way galaxy. He is the son of Jartan and Elmar Radd, and he has a half-brother, Fennan Radd. Zenn-La’s ancient and significantly advanced civilization had lost the will to strive or explore, leaving the young scholar Norrin Radd restless and yearning for adventure. Facing the destruction of his world by the planet-consuming Galactus, Radd bargains with the cosmic being. In return for the safety of Zenn-La and his lover, Shalla-Bal, Radd pledges to seek out planets for the world devourer to consume as his herald. Galactus imbues him with a portion of the Power Cosmic, transforming him into the Silver Surfer.

Powers-

    The Silver Surfer wields the Power Cosmic, granting him superhuman strength, endurance, and senses, as well as the ability to absorb and manipulate the universe’s ambient energy.
    The Silver Surfer can navigate through interstellar space and hyperspace, which he can enter after exceeding the speed of light.
    The Silver Surfer has proven capable of time travel on several occasions, even able to make others time-travel with him.
    The Silver Surfer sustains himself by converting matter into energy; does not require food, water, air, or sleep (although he occasionally enters a sleep-like meditation in order to dream); and can survive within nearly any known natural environment, including deep space, hyperspace, and within black holes and stars.
    The Silver Surfer can project energy in various forms for offensive and defensive use, including bolts of cosmic force powerful enough to destroy entire planets, and create black holes.
    The Silver Surfer can utilize the Power Cosmic to augment his superhuman strength to indeterminate levels.
    The Silver Surfer can heal living organisms, though he cannot raise the dead,and he has proven capable of revitalizing and evolving organic life on a planet-wide scale.
    The Silver Surfer can cast illusions,create interdimensional portals to other locations including microverses,phase through solid matter,and exercise some level of control over the Astral Plane.
    The Silver Surfer’s senses enable him to detect objects and concentrations of energy light years away and to perceive matter and energy in subatomic detail, including life energies of living beings.
    The Silver Surfer can even see through time, and with concentration he can achieve limited perception of past and future events in his general vicinity.
    The Silver Surfer has demonstrated telepathic ability, including mind-reading on occasion, and has proven to be able to influence human emotion and sensation.
    The Silver Surfer’s board is composed of a nearly impervious, cosmically powered silvery material that is similar to his own skin. The board is mentally linked to the Surfer and moves in response to his mental commands even when he is not in physical contact with it. The board is nearly indestructible, but on those rare occasions when it has been damaged or destroyed, the Surfer has proven able to repair it, or even recreate it, with little effort
     The Silver Surfer can attack opponents remotely by directing the board against them, and the board is capable of absorbing and imprisoning other beings, at least temporarily.
    The Silver Surfer possesses some knowledge of the advanced alien technology of the planet Zenn-La.
    The Silver Surfer has displayed the ability to shed his silver skin and revert to his original appearance as Norrin Radd, masking the Power Cosmic and allowing him to be more inconspicuous when needed. In this state, he is able to properly eat and sleep.
    When Galactus exiled the Silver Surfer to Earth, his means of imprisonment was linked to the board. When the Silver Surfer and the Fantastic Four realized this, the Silver Surfer put it to the test by leaving the board planet-side and entering space in the Four’s spacecraft. Once he was free of Earth, the Silver Surfer remotely converted the board to energy, recalled it to him, and reformed it in space.


Biography-

Jonathan Osterman was born in 1929. His father was a watchmaker, and Jon planned to follow in his footsteps. When the US dropped the atomic bomb on Hiroshima, Jon was sixteen. His father, confronted with the undeniable facts of the theory of relativity, declares his profession outdated and throws his son’s watch-making parts out the windows, forcing him to instead work towards a career studying nuclear physics. Jon Osterman attends Princeton University from 1948–58 and graduates with a Ph.D. in atomic physics. In early 1959, he moves to a research base at Gila Flats, where experiments are being performed concerning the ‘intrinsic fields’ of physical objects which, if tampered with, result in their disintegration. Here he meets Janey Slater, a fellow researcher; they eventually become lovers.During a trip to New Jersey in July 1959, Jon and Janey visit an amusement park. Janey’s watchband breaks, and the watch is damaged when a fat man steps on it. Jon decides that he can repair the watch, and tells Janey so. One month later, in August, 1959, shortly after his thirtieth birthday, Jon plans to give Janey the repaired watch, only to discover he has left it in his lab coat which is inside the intrinsic field experiment test chamber. While Jon is inside the test chamber retrieving his coat the door closes, automatically locking as a safety feature. Unable to open the door or override the countdown, Osterman’s colleagues—save for Janey, who cannot bear to see the last moment and flees the room—can only watch, horrified, as the countdown for the current experiment shortly reaches zero, and Jon has his ‘intrinsic field’ removed. Bathed in the radiant light, he is torn to pieces from the force of the generator, instantly vaporized and officially declared dead. In the following months there a series of strange events and apparitions at the research base, leading residents to speculate the area is now haunted. It becomes plain that Jon has been progressively reforming himself during this time. This progression is indicated by a series of partial bodily reappearances: first as a disembodied nervous system, including the brain and eyes; then as a circulatory system; then a partially muscled skeleton. Each time, the appearance only lasts for a few seconds. Jon then fully reappears as a tall, hairless, naked, blue-skinned man, glowing with a “flare of ultraviolet.” Jon gradually becomes a pawn of the United States government, though the means by which his loyalty is secured are never revealed; he is given the code name ‘Doctor Manhattan’, a reference to the Manhattan Project that, it is hoped, will discourage America’s enemies. He is also provided with a costume which he grudgingly accepts, though he refuses to accept the icon design which is provided for him (this being a stylized orbital model of the atom). Instead, Jon chooses as his emblem a representation of a hydrogen atom, whose simplicity he declares to be something that kindles his respect; accordingly, he painlessly burns the mark into his forehead.

    Dr. Manhattan is absolutely powerful and invulnerable to all harm; even when his body is disintegrated, he can reconstruct it in a matter of seconds and remains unharmed.
    Dr. Manhattan is capable of altering his size depending on his needs.
    Dr. Manhattan can hurl huge objects effortlessly with his hands.
    Dr. Manhattan is also unable to exhaust himself in any way imaginable and unimaginable. He also has complete awareness of and control over atomic and subatomic particles.
    Dr. Manhattan is omnikinetic.
    Dr. Manhattan does not need air, water, food or sleep and is immortal.
    Dr Manhattan can teleport himself and others over limitless distances.
    Dr. Manhattan is capable of true flight.
    Dr. Manhattan can see the past, present and future simultaneously.
    Dr. Manhattan is able to phase any part of his body through solid objects without damaging them.
    Dr. Manhattan is able to produce multiple copies of himself which function independently of each other.
    Dr. Manhattan is able to project destructive energy, disintegrate people, create force fields, transmute, create and destroy matter, move objects without physically touching them (telekinesis), reverse entropy and repair anything no matter how severe the damage is.
    Dr. Manhattan is able to create life and has walked on the surface of the sun.
    Dr. Manhattan is capable of bypassing one’s durability regardless of the type of durability used.
    Dr. Manhattan effortlessly overpowered and disintegrated Pandora, who overpowered the Seven Deadly Sins with ease, with each Sin being capable of effortlessly destroying a multiverse the size of DC Comics several times over.
    Dr. Manhattan is capable of manipulating reality as he sees fit, as seen when he erased ten years from the DC Universe, when Barry Allen tried to bring his original universe back to normal. The intervention of Jon caused the New 52 timeline to be formed, within which most superheroes are younger, less experienced and most of them lose their most important relationships before they even begin.

It seems it would be a tie but that’s were power comes to play, doctor manhattan has devastating power to crumble enemies and objects to its atomic level, he can control time to a certain extent and can travel at the speed of light. But there are still things he does not know about the universe, were one can control events in time silver surfer has the cosmic knowledge that surpasses time itself. And if he wanted to he could go back millions of years to destroy earth if he wanted to destroying doctor manhattans exsistance, I mean he’s not from earth so it wouldn’t matter to him. But all in all silver surfer has traveled through galaxies and solar systems we’re dr manhattan has only mastered his power on earth. If anyone knew how to defeat dr manhattan it would be silver surfer posseing the knowledge of years of traveling and learning through the universe.
